Tzu Chi's Da Ai community, located in Kaohsiung's Shanlin Township, is currently being built for Morakot victims. Several government officials, including Taiwan's president Ma Yingjiu, attended the groundbreaking ceremony last Sunday.
The US charity Convoy of Hope convenes an aid distribution for some 10,000 needy people in Fresno, California.
And in the Philippines, Tzu Chi holds an emergency aid relief program for fire victims in Barangay Tondo, Metro Manila.

Typhoon Morakot caused death and destruction on a massive scale in southern Taiwan. But only 100 days after the 8/8 disaster, the groundbreaking ceremony of Tzu Chi's Da Ai community, located in Kaohsiung's Shanlin Township, took place. Taiwan's President, Ma Yingjiu joined the moment of history, on the weekend. The president acknowledged Tzu Chi for the non-stop support it has given storm victims for the last 100 days. Builders have completed the initial groundwork at the permanent housing site, which will soon be home to some 600 families.

Perhaps it's a small shovelful, but it's from the heart; it is a symbolic shovel for the 8-8 disaster victims, a small formality along the road to a permanent home. It's almost 100 days since Morakot's onslaught passed. Now, on the 15th of November, the Shanlin Township's new Da Ai community is officially breaking new ground.
Taiwan's president, Ma Yingjiu:"When I see the panorama of the Da Ai community, my heart is touched, and I feel grateful. I tell myself that the Tzu Chi foundation's help is an extraordinary blessing."

President Ma Yingjiu is bearing witness to this moment of history side by side with Tzu Chi and the disaster victims. Though the reconstruction job is difficult, Tzu Chi has been patiently cooperating with both government and non-governmental enterprises, and on this day it is blossoming; the hope is filling the Da Ai community.
Taiwan's premier, Wu Dunyi:"I think this is where one can best see the spirit of Taiwan: kindness, sincerity, fortitude, and pragmatism. I believe today will be quite significant for Taiwan's history of disaster relief and reconstruction."

The love of Tzu Chi is an eternal guardian against misery, but in this process it has gotten much support from ex-premier Liu Zhaoxuan. Without him, this reconstruction could not have happened.
Former premier, Liu Zhaoxuan:"I had left the public service, but I'm still concern about post-disaster reconstruction work. I am willing to bring what I can, which is an alternate perspective as a volunteer, to serve these villagers, our fellow comrades."

It is only by gathering love from everywhere that Tzu Chi can do its work. Tzu Chi foundation's Vice-Executive Director, Lin Biyu, says that her stay with the 8-8 disaster victims has provoked her deepest respect and gratitude.

2.¶é°Ï°Ê¤gì¥ÁSongs of gratitude from Bunun people
At the groundbreaking ceremony for the Shanlin Da Ai community, the indigenous people who are the intended residents came as special guests and performed several inspirational songs in their native Bunun language. The ceremony was a moment that the disaster victims, especially those from the hard-hit Namaxia and Taoyuan Townships, had been waiting for. They sang with a moving sincerity to express their gratitude and excitement for their new homes.

The unique eight-part harmony resounds as Bunun warriors from Namaxia Township sing Malastapan, a war cry that is traditionally used to acknowledge the achievement of warriors. Today it is sung to honor the tribe's decision to move down from the mountains for the sake of reforestation.

Tzu Chi's song, "The Universal Three No's", was also performed in the Bunun language, to thank Tzu Chi volunteers for their ceaseless assistance and support in the aftermath of Typhoon Morakot.

The Shanlin Da Ai Community in Kaohsiung will be a home for Morakot survivors from different cultural backgrounds. It is a home built with the love from home and abroad, a love that has rekindled hope in the hearts of the deprived.

It has only been 100 days since Typhoon Morakot unleashed terror upon Taiwan, and disaster survivors are already seeing their new home taking shape. The catastrophe has spurred love throughout this land, building a camaraderie that contributes towards a peaceful and compassionate society.

At the groundbreaking ceremony of the Da Ai Community in Kaohsiung's Shanlin Township, Taiwan's President Ma Yingjiu delivered a moving speech, thanking Tzu Chi and other NGOs for assisting the government with post-Morakot relief efforts. In particular, he deeply acknowledged Tzu Chi's efficient planning, so that disaster victims could get sheltered in a short time. Accompanied by the Tzu Chi Foundation's Vice-Executive Director, Lin Biyu, President Ma also learned about the design concepts of the permanent houses.

With safety being Tzu Chi's priority, the sturdy frames of these houses boast a resistance against up to force 17 wind and magnitude 8 earthquake, guaranteeing 50 years of secure residence.
Da Ai reporter, Cai Xinyi:"The whole permanent housing design adopts a lightweight steel frame; firstly, it's eco-friendly; secondly, it's wind-resistant; thirdly, it's quake-resistant. Most importantly, we use materials of higher quality, and hope that it will truly have the concept of a permanent home. "

Three different model sizes are available: 55.44 square meters, 100.65 square meters, and 117.15 square meters, providing accommodations for anywhere from a small family of one or two persons, to a larger one of six to 10 people. Energy-saving design has also been utilized.
Da Ai reporter, Cai Xinyi:"This board is a heat-preserving insulated board. Hopefully it can keep the house both well-ventilated and warm. It's a great structure, making it warm in winter and cool in summer, so that the people living inside won't feel hot and stuffy."

With a place to call home, disaster victims are braving the future with a positive and hopeful outlook.

Tzu Chi's permanent housing project in Kaohsiung County's Shanling Township is making use of a new light-gauge steel construction. Having participated since the 9/21 quake in Taiwan in all Tzu Chi's reconstruction projects abroad, Tzu Chi volunteer and architect Guo Shusheng vows the permanent housing will be safe, comfortable, and environmentally friendly.

Tzu Chi volunteer, Guo Shusheng:"I was in Taiwan when the 8/8 floods happened. I knew Tzu Chi would help these people, so I have been readying myself to contribute when the time comes."

Guo Shusheng is a Tzu Chi volunteer as well as an architect. He has been actively participating in Tzu Chi's reconstruction projects since the 9/21 earthquake 10 years ago. He has gone to give help in Iran, Sri Lanka, China, and Myanmar.

The 8/8 floods have made him re-evaluate how humans might harmoniously coexist with nature.
Tzu Chi volunteer, Guo Shusheng:"I realized I actually don't know my country very well. There are so many local cultures, especially relating to the indigenous tribes, whom I don't fully understand. I have been spending a lot of time studying and understanding more about these non-Chinese peoples."

Tzu Chi's permanent housing aims to preserve the indigenous cultures and to be environmentally friendly, while also giving flood victims a fresh new start.

Even though construction has only just got underway at the Da Ai Community, a number of victims are already at the site. They are being paid to build their own homes as part of Tzu Chi's disaster relief work program. This week, to mark the first 100 days since Typhoon Morakot lashed Taiwan, we are bringing you a series of features on the post-disaster recovery work, starting with the Da Ai Community in Shanlin.

Looking out over Yuemei Farm in Shanlin, the building site of Tzu Chi's permanent housing project, these villagers from Baoshan in Taoyuan Township are filled with gratitude. After their mountain homes were swept away by Typhoon Morakot, the whole village is relocating here.

One consultation meeting after another was held, to help give the disaster victims the safe homes they needed. At the permanent housing community construction site, many of the survivors are already here. They are being paid to build their own homes, in a disaster recovery work scheme. One of them is Minzu Village elder Dahu.

Xu Youding from Baolai used to be a habitual drinker. When the plum grower lost his 2.9 hectare orchard to the typhoon, he and his wife were distraught. But after coming to the Tzu Chi permanent housing site, where alcohol and betel nut are not allowed, Mrs. Xu says at least her husband is cutting back on his drinking bill, and contributing what he saves to the reconstruction fund.
Baolai Township resident, Xu Chen Yinhuan:"Here betel nut and alcohol are banned. I said, now you're here, you can eat vegetarian. Vegetarian will be better for you."
Baolai Township resident, Xu Youding:"I treat it as exercise. I'm in better shape. First and foremost, we're doing good from the heart, and turning small love into great love."

Also employed in the Tzu Chi relief work program are Liu Wenshan and his wife, who are from Qishan. The couple say they don't mind earning less, as long as they can help rebuild their homes.

The man directing the gravel trucks under the hot sun is 21-year-old Dai Shilong. During the two short years he was doing his military service, both his grandparents and his father died. The former mountain rescue worker from Baolai became a victim himself after the August 8 landslides, and decided to work on the building site to make some money, little realizing that he would find a new family in Tzu Chi.

The Chicago Chapter will hold a performance of the Sutra of Innumerable Meanings on November 21. Volunteers had not planned to organize a press conference to advertise the event, but a kind-hearted reporter from the Chinese language World Journal, who is also a Tzu Chi Academy parent, made a few phone calls, and put together a gathering. The manager of the SingTao(¬P®q) Daily supplied the venue, and the press conference was well attended by the local Chinese media.

7.¬ü§Æ±æ¤§¯è Aid distribution by Convoy of Hope
The US charity Convoy of Hope recently held an aid distribution for more than 10,000 needy people in Fresno, California. The undertaking took ten months of planning, and combined the efforts more than 70 local churches and 12 charity organizations. The distribution was appreciated by the recipients, who were mostly low-paid farm workers. Tzu Chi has been invited by Convoy of Hope to organize a free clinic, and by the day's end, served 270 patients.

This long line of patients is made up of farm workers and their families. These people earn very little, and are unable to afford health insurance especially with the recent set-aside of farmland. Here, in Fresno California, Tzu Chi is offering free health and blood sugar screenings, as well as dental and pediatric care.
Aid distribution coordinator, Kim Gragston :"We are very excited that we're able to partner with Tzu Chi because of the type of medical care they offer; they are actually providing services, and not just a health screening, and that's a huge benefit to these people and the community who don't have access or the funds to do that."

On site, stalls have been set up to help 600 households take family photographs, a memento they could keep as a family treasure. The aid distribution began as an idea at the beginning of this year, and materialized into this large-scale charity event with the help of some 80 local NPOs, together carrying the needy through the hard times.

8.µá¤õ¨aµo©ñFire disaster relief in Barangay Tondo
A fire engulfed the homes of 186 families in Barangay Tondo in Metro Manila, the Philippines, on November 9. The caused of the blaze was most likely a neglected candle. Thanks to some rapid emergency relief from Tzu Chi volunteers, the fire victims received rice, kitchen utensils, sleeping mats, and blankets.

In just a few hours, these homes in Barangay Tondo, Metro Manila were burnt down. The fire was a living nightmare, but fire victims are happy to be alive.

With many of their belongings turned into ashes, 186 households were left homeless and helpless, but with Tzu Chi volunteers' timely assistance, the people are in better spirits.

After some uplifting activities led by volunteers the fire victims seem to set aside their troubles. Especially when they hear inspiring stories and learn about Master Cheng Yen's teachings, many of the survivors are eager to give what little they have.

9.¨N¯D³Uµ²½t "Sugarcane Lady" - Zhou Xiuzhi
75-year-old Tzu Chi volunteer, Zhou Xiuzhi(©P¨qªK), is known as "Sugarcane Lady", because she donated over 3,000 US dollars to the construction of Dalin Tzu Chi Hospital by selling sugarcane. She still adheres to frugal living, and makes friends with people all over the world, by giving them accessory bags that she makes with recycled material. Here is her story.
< Making bags using recycled fabric >
Inside Zhou XiuZhi's workshop are bundles of discarded fabric, which can be turned into practical accessory bags in the hands of this skillful seamstress. At first, Zhou Xiuzhi only made 23 bags to give to her fellow Tzu Chi volunteers, but the bags quickly became popular all over the world.
Tzu Chi volunteer, Zhou Xiuzhi :" In a couple more days, volunteers from overseas will return. Whenever Tzu Chi volunteers come, I will have a bag for them. In the end, even foreigners have my bags. "
< Volunteering keeps you smart! >
Over the years, Zhou Xiuzhi's range of bags has expanded to shopping and shoe bags. To keep the design up to date, she has to constantly think of new ideas, which helps keep her mentally active. It is hard to believe she did not start learning to read until she was 60.
Tzu Chi volunteer, Zhou Xiuzhi :"If I can't read or write, I cannot collect donations, so I learned to write down names and addresses. Being illiterate is like being a blind ox unable to find its way."

Zhou Xiuzhi keeps a diary just in case she becomes forgetful with age. All these diaries are recycled notebooks. She also has many buckets holding recycled water to flush the toilet in her bathroom.
Tzu Chi volunteer, Zhou Xiuzhi:"I am so glad to be part of Tzu Chi. Now I am no longer illiterate. Although I'm still a blind ox, at least I can find my way."

Zhou Xiuzhi joined Tzu Chi by chance and said it has become her life's mission. On her wall are the many good citizen awards she has won. There is also a news clip of her raising funds for Dalin Tzu Chi Hospital by selling sugarcane. With so much work to do, Zhou Xiuzhi says she simply has no time to get old.
