How do you measure the value of volunteering? Professor Lester Salamon, from Johns Hopkins University in the United States, says the contribution that volunteers make to a country should be included in its economic indicators. The international expert was in Taiwan this week to talk to government officials and visit non-profit organizations. On a tour of Tzu Chi Taipei Hospital, Salamon used the language of statistics to talk about the power of volunteer work.

<¡@Putting volunteering on the economic map¡@>

Statistician Lester Salamon was in Taiwan to encourage the government to include the value of volunteer work in national economic indicators. The pioneer in empirical study of the non-profit sector in the US could not come to Taiwan without visiting Tzu Chi.

Johns Hopkins CCSS director, Lester Salamon¡G
"And the message I'm here to convey is in a way your message, but I use a different language than you do to convey this message."

<¡@The language of statistics¡@>
While visiting Tzu Chi's Taipei Hospital, Salamon used the language of statistics to talk about the value of volunteering in a morning teleconference meeting with Master Cheng Yen.

Taking Canada as an example, if the value of volunteers were calculated in basic wages for the hours they do, the total would come to 13.2 billion US dollars - which is more than both the motor vehicle and agricultural industries contribute to national GDP.

However, putting a monetary value on volunteering is difficult, because of the immeasurable power of good it brings to society.

<¡@Master Cheng Yen: Back to faith¡@>
In the morning meeting, Master Cheng Yen said volunteer work had to come back to the issue of faith.

To make invisible volunteers a visible force it comes back to needing a spirit of religion.

Touring Tzu Chi's humanitarian center later in the day, Salamon said he was impressed by the way Tzu Chi could touch people's hearts.

Johns Hopkins CCSS director, Lester Salamon¡G
(08:05) "This foundation is just amazing in its ability to mobilize volunteers. But we still don't have solid data on this, and so it's very difficult to represent it and present it to the world, and to put it into context" (08:55)

Salamon said volunteering is a crucial expression of people's desire to help. Volunteer service should also be honored and respected. The professor from Johns Hopkins University in the United States said the army volunteers in different organizations in Taiwan needed to be collectively organized.

Johns Hopkins CCSS director, Lester Salamon¡G
(10:50) "This army needs to be better represented. I think it needs to improve its own training and its capability, its capacity building. But I have just come away with an enormous sense of awe at the scale of non-profit action."(11:05)

Salamon said his lasting impression of Taiwan is the emotional connection non-profit organizations like Tzu Chi have made with the people of the country.

To date, Tzu Chi Disaster Relief teams have relayed eight missions in Myanmar. However, Wai Gyi Village in Jiaodian Township had yet to receive aid since Cyclone Nargis struck. Upon hearing about Tzu Chi, the village leader asked volunteers to help. The Tzu Chi team immediately responded and recently visited the village where they received a cordial welcome.

<¡@Dance and music to welcome Tzu Chi¡@>

Before the boat pulls into shore, there is already the sound of drums and music. To welcome the arrival of Tzu Chi volunteers, villagers are dancing at the pier.

<¡@Tzu Chi brings a ray of light¡@>
Infected by the excitement, children also can't help but joining in. Like a New Year celebration, the whole village is joyful and delighted. In the aftermath of Cyclone Nargis the residents have yet to receive aid. Now that Tzu Chi volunteers are here, they are finally seeing a ray of light.

<¡@Fertilizer distribution for farmers¡@>
In Jiaodian Township's Wai Gyi village lives more than 300 households, among which 206 are farmers. Tzu Chi volunteers bring for them - fertilizers, hoping they can soon support themselves again.

Tzu Chi volunteer, Liu Jixuan¡G
"When the rice is harvested, they will be able to help their own schools and temples."

<¡@Mutual help in village¡@>

First rebuild their homes then they can help others.

Village head, Nyunt Lwin¡G
"Tzu Chi came to help everyone. We should sow Tzu Chi's spirit here and learn how to help others."

One farmer in particular is deeply stirred by volunteers' selfless giving and love for his village.

Volunteer interpreter¡G
"The love of Master Cheng Yen and Tzu Chi can never be forgotten in his life. This is the only time he has ever received such love in his life."

This is a letter Dan Chang wrote to Master Cheng Yen. Next to the letter is 20,000 Myanmar Kyat, equals to 3640 USD - his donation to Tzu Chi. Through the letter and money, this teary senior hopes to express his earnest appreciation for Tzu Chi.

Passing on love¡þVillager, Dan Chang¡G
"After the cyclone, Tzu Chi came to help us and provided us with enough fertilizer. We will have a good harvest and I will be like Master Cheng Yen and also help other people. I am donating this money and this is what I want to do from the bottom of my heart."

<¡@Donating hard-earned money¡@>

An owner of 12 acres of farmland, Dan Chang has to wait for harvest season to have an income. Even so, knowing Tzu Chi volunteers are here, the elderly man borrowed money against his future harvest to donate to volunteers.

Tzu Chi volunteer, Chen Meili¡G
"He said he has never met anyone so nice in his whole life so he wished to do something in return. That is why when I visited him, he immediately gave me the money."

With a simple wish to pay back, Dan Chang endeavors to pass on the love he received.

<¡@Joy and song¡@>

Love is not the only thing Tzu Chi volunteers are bringing to the village; With their arrival, joy also fills the air. A simple song puts smiles on the faces of old and young.

Children gather together to learn sign language for the song "One family". Concentrating on the song, the two boys accidentally bump heads. After a few hours of diligent practice, the youngsters perform the song on stage for their parents.

But they didn't learn the song just for the one performance. Upon volunteers' departure, they start singing it once more.

<¡@An encounter to be remembered¡@>

The words have been imprinted in the villagers' heads, and Tzu Chi's love has been engraved on their hearts. Goodbyes are always hard to take, but this encounter will be forever remembered by both groups.

Typhoon Sinlaku relief work

Typhoon Sinlaku lashed Taiwan this past weekend, causing devastation all over the country. Dealing with collapsed tunnels and bridges, rescuers worked around the clock to provide relief to disaster areas. Among them, Tzu Chi volunteers were mobilized in the worst-hit regions, delivering hot food and emotional comfort to distressed victims.

A timely and caring hug is what survivors need the most. All the way from the hospital to the funeral home Tzu Chi volunteers stay at the side of the bereaved family of patrol guard Dong Zhengbing (êú®¶Ùy) who was buried alive in the collapsed Fengqiuming (Â×¥C©ú) tunnel. As Typhoon Sinlaku made its devastating trail through Taiwan, central Taiwan Tzu Chi volunteers mobilized to bring relief to the disaster areas.

On the night of September 15th, Hofeng (¦ZÂ×) Bridge in Taichung County collapsed. In heavy wind and rain Tzu Chi volunteers set up a service station to provide hot meals to victims. For the next few days, nearly 100 volunteer shifts were carried out each day to prepare approximately 100 lunch boxes for typhoon survivors and reporters in the area.

TTV engineer, Liu Yongquan¡G
Because we are shy to ask for food, Tzu Chi volunteers come up to us and offer their meals. They always ask if we need seconds and go and make it for us.

The raw footage captured by Tzu Chi volunteer Liao Raoqin (¹ù³óµ^) reveals the severity of destruction in the worst-hit Lushan hot spring area in central Taiwan. She relayed news from the region by telephone as soon as it happened.

The force of the river is really frightening. The levees haven't been built well.

<¡@Mud slides soiling houses¡@>
In Fengyuan, mud washed down from mountain slopes swept into three houses. For the next two days, more than 50 Tzu Chi volunteers were mobilized to help the affected families clean up the mess.

It was already like this when I came.
This will definitely take some time to clean up.

<¡@Delivering help to storm-hit areas¡@>
While volunteers delivered much-needed food and emotional support to desperate victims, Da Ai News reporters and Tzu Chi's documentation volunteers work tirelessly to record on camera and in words every touching moment between the helper and the helped.

Bringing comfort to the traumatized disaster victims, Tzu Chi's relief efforts never cease.

Aid relief for Typhoon Sinlaku victims

Yilan(©yÄõ) County in particular was severely flooded by Typhoon Sinlaku, . Fortunately, the water has now almost receded, and most of the 130,000 households that experienced power failure have resumed normalcy. Since yesterday, Tzu Chi volunteers started surveying affected areas and preparing hot meals for flood victims.

<¡@30 percent of vegetables, fruit destroyed¡@>

After three days of flooding, the water has almost receded from these fields, but some are still engulfed by the aftermath of Typhoon Sinlaku. With half of the crops destroyed, more than 30 percent of the vegetables and fruit in Yilan County were obliterated, costing the farming industry a loss of over 3 million US dollars.

<¡@Food packages for Yilan County¡@>
Now that the sky has finally cleared, residents immediately dry all their water-logged furniture in the sun. Volunteers also prepare packages of congee, biscuits, and instant noodles for flood victims.

We are here to help you.
Thank you. Thank you.

Seeing the blue and white figures, this old lady spills out her worries of the last few days to these patient listeners.

A simple greeting with timely assistance, volunteers are bringing courage and hope, helping flood victims to return to normalcy as soon as possible.

Husband and wife, in service to Tzu Chi

In today's People feature we highlight the efforts of two remarkable volunteers: Hou Furen(«JºÖ¤¯), and his wife, Yu Xiuqin(§E¨qµ^). Following an unfortunate tragedy, Hou Furen («JºÖ¤¯) sought for many years superstitious and magical means to cure his wife of her chronic pain, but in the end was convinced by Master Cheng Yen to devote himself to Tzu Chi.

<¡@The pain from which love is born¡@>

Hou Furen's wife, Yu Xiuqin¡G
When our son was a boy, I was taking him to school on a motor-scooter when a big pot-hole appeared. We were too careless, and it was too late to avoid. I just flew up into the air, came down hard, and my back was broken.

This is the leader of the Zhang-lu roadcrew. They fill in pot-holes, and they're always on call.

Hou Furen's wife, Yu Xiuqin¡G
One of our Tzu Chi sisters lives in Jiji. She said there's a big pot-hole here. If someone hits it I worry they might take a tumble, and that's our purpose, to worry about people falling. This will fill it, and everything'll be o.k.This is our business card. If you see a place in the road that needs fixing then we'll come out and inspect it. We'll come out, so if we could trouble you for your cooperation, then you have our blessings.

<¡@Taiwan's problems, Taiwan's solution¡@>
In Taiwan's sub-tropical, mountainous climate the roads deteriorate suddenly and rapidly. Often, the trouble-spots go quite a while before being repaired; for those in the know, the solution is to call the Zhang-lu roadcrew. They're experts.

Zhang-lu Roadcrew founder, Hou Furen¡G
This? Oil and bitumen? The oil you spread like this, but the bitumen you daub, like this. Today we hauled two tons, or one ton, about 90 US dollars. If we have much more we'll need another truck, we'll just need a whole other truck.

Zhang-lu Roadcrew founder, Hou Furen¡G
Everyone asks me, how much money do you take for the work? I say I've never taken any money. Yeah -- I've got nothing better to do, so ok. I don't take people's money, but if the volunteers want to pay me - eh, sorry, if they feel like it, that's their choice. I won't refuse.

<¡@Donations of labor, donations of love¡@>
This crew is made up entirely of volunteers; they provide free service, and are unconnected to the government. It is Hou's brainchild - his creation, and his ongoing project. Hou and his wife are the mainstays of the group, but they have many helpers.

Volunteer, Liu Wende¡G
Before, it was he who said we should start mending these roads. I said, O.k! Just give me a call to come and mend the roads, it's interesting and fun.

Volunteer, Gao Qiongzhen¡G
We all are quite happy, doing this. We don't ask for anything, it's our gift.

Hou Furen's wife, Yu Xiuqin¡G
Actually, after we've filled them in, it's as if we've given something back to everything. It's not for us. All living things need to feel satisfaction, and we all will be born again, someday.

<¡@An effort that spans decades¡@>
Hou has been active in Tzu Chi since 1985, when he met Master Cheng Yen. It was in that short, early period after he joined that the Zhang-lu roadcrew was born.

<¡@Hou Furen's wife, Yu Xiuqin¡@>
When I went the master asked me, What's wrong? I said I'd eaten ten years of medicine and never got better. The master asked me what if I had eaten more than 20 years - what then?

Zhang-lu Roadcrew founder, Hou Furen¡G

At that time they were building the nursing school. The master said that my burning all that ghost money was a waste, wouldn't I be happier using it to join Tzu Chi in building a hospital?

<¡@Roadcrew helps patch up Hou's life¡@>
It took several years of volunteering before Hou was able to finally confront his frustrations over his wife's injury; by combining Tzu Chi's service ideal with his desire to set aside this burdensome anger, he came up with the roadcrew. He has never had any regrets.

Zhang-lu Roadcrew founder, Hou Furen¡G
We are born alone, and our life has limits. One must not constantly consume and never give back. If you only consume for your entire life then you'll become quite miserable. This is what I think. But I've never studied books.

An exemplary volunteer

After the great 1999 earthquake struck Taiwan, Hong Zhichen(¬x§Ó¦¨) devoted himself fully as a Tzu Chi volunteer and aid relief coordinator. Upon discovering that he suffered from late-stage liver cancer, Hong requested to donate his useful organs to the needy after passing on. His body was donated for this year's medical simulated operation.

<¡@Inspiration from hardship¡@>

After Taiwan's great 1999 earthquake Sister Lu Qingyin found her husband ready to serve with Tzu Chi.

This was Hong Zhichen; born into a prosperous family, Hong was particularly sensitive to the difficulties wealthy people face when following Tzu Chi's way. In April of 2001 he became the Mid-Taiwan Coordinator for Honorary Board Members, and his first act was to establish the Rong Dong Recycling Team. By leading the wealthy into service, Hong came to exemplify "The True Riches of Wealth".

Hong Zhichen's Wife, Lu Qingyin¡G
He thought of many ways, the recycling team was only one. He thought leading by example was enough, that the recycling would help them recognize their own bounties and so bring others benefit.

<¡@A man of many hats¡@>
An honorary board member, a Faith Corps member, and an energetic canvasser, in all things Hong learned how to restrain himself for the sake of others, and set aside his authoritative mien.

Tzu Chi volunteer, Hong Zhichen¡G
A single act of kindness will break a thousand disasters; in this life, we must embrace all others.

But life ends; in July of 2005 a hospital examination uncovered a massive liver tumor. Sudden and unexpected, no one was prepared; but Brother Hong remained stalwart in his service.

Tzu Chi volunteer, Hong Zhichen¡G
Tzu Chi was to have a groundbreaking in Aceh and I was often in Indonesia. It was something I was really yearning for.

<¡@Concluding a bounteous life¡@>
And then, on October 3rd, Hong Zhichen passed away. His body was taken to Hualien's Jing Si Abode, and Master Cheng Yen remembered this warm-hearted man.

Master Cheng Yen's Life Wisdom¡G
Regardless if it was work with charity, hospitals, international relief or education, you shrank from nothing. Yours was a bright, beautiful life, and you may rest at ease. In this life of yours you wanted professorship, and now I may make this wish come true. Return soon, because I need you to carry on the torch.

<¡@Final act of kindness¡@>
At his life's end Hong had accepted a position as Tzu Chi University Medical Department mentor; this led to his decision to give his body over to experimental science, thereby aiding his beloved children and encouraging his close friends.

Tzu Chi volunteer, Hong Zhichen¡G
You must seize every minute and every second; leave no moment empty. Do not wait until your body is weak before you act; by then it is too late. You must always keep the Master's Buddha Nature alive within your heart.

<¡@A brief, shining light¡@>
Like a brief meteor flashing across the sky, Brother Hong Zhichen abandoned success to unleash his capacity for good, enlightening others with the spiritual beauty found in the heart of Tzu Chi.

Solutions to climate challenges

Australians are looking to the sky in the battle against climate change. Roof tops all across the country are turning green as a result of a movement encouraging people to consider the environment.

Eminently practical, rooftop gardens are a great help for places where people are heavily concentrated. The City of Toronto, Canada, did one study and found that if just eight percent of urban roofs were covered in plants, temperatures would drop by two degrees throughout the city.

Australia has enormous potential for green roofs because we're coming very close to the problems of climate change. We've seen many of the problems which that have been forecast, but the real problems are still ahead of us in 5-10 years, and green roofs can start to make an impact on many factors of climate change, reducing our energy needs, with cooling of buildings, reducing our storm water problems, reducing our urban island heat problems.

The main challenge is the perception that rooftop gardens are difficult to manage; but one company, Fytogreen, is already helping with that. Fytogreen has developed special environmentally sustainable and biodegradable technology that can help grow plants on all angles of rooftops and walls, and is researching which plants are the easiest and most effective to grow. Their efforts are attracting attention.
